The Surge and Sustain Fund provides its funding through a reimbursement mechanism based on the number of monthly active users (MAUs) per country that a solution has each month of the contract period. Do you count monthly active users (broken down by country)?

If so, give a very brief overview of how. If not, explain what user or usage counting methods you do have, or any current ongoing work to implement such measures.
